Job Purpose Define and implement the systems, procedures and resources required for construction of the Polymers Project scope to meet the requirements of the INEOS O&P (UK) business and to satisfy legislative requirements.

Lead the construction of the Polymers Project scope to meet the business expectations for SHE, schedule, cost and quality.

Principle Accountabilities:

  • Assist with the development and delivery of a strategy for construction to satisfy legislative requirements and meet business goals for cost, schedule, SHE and quality.
  • Develop, maintain and implement systems, procedures and standards for construction activities to satisfy legislative requirements and meet business goals for cost, schedule, HSE and quality.
  • Recruit, develop and organize construction team resources to match the Polymers project demand.
  • Direct, control and motivate multi-discipline sub-teams and contractors to deliver construction of individual projects in line with business goals for cost, schedule, SHE and quality and in compliance with legislation.
  • Develop, review and approve work scopes, execution plans, SHE plans and risk assessments to ensure the project can be constructed safely and efficiently within timescales.
  • Provide construction expertise and advice during design, safety and engineering reviews to ensure that construction requirements are optimized and legislation is complied with.
  • Provide cost estimates for construction team input to projects and control spend to ensure delivery of events within agreed budgets.
  • Monitor construction activities and resolve technical queries to ensure projects are constructed to drawings, specifications and good construction practices.
  • Monitor the performance of construction contractors and take action as required to ensure successful delivery of the project.
  • Provide progress reports to the Project Managers, Cost Engineers, Procurement and Planners to monitor the delivery of the project and take action as required to resolve issues.
  • Provide accurate and complete “As Built” information to the Project Manager to update site records with the correct information.

Special Features:

  • Manages construction of diverse and concurrent sub-projects within the Polymers portfolio.
  • The portfolio includes modifications to existing plant in the form of tie-ins as well as significant new build construction.
  • Technically reviews Project Specifications, SSOW and contractual variations.
  • Inputs into Technical Workshops, Material Selection, Execution Strategies and Design Reviews
  • Client Construction Representation at meetings with potential contractors, vendors and Leader of Kick Off Meetings.
  • Day to day management of all field construction activities, contractor preparation and field mobilization.
  • Provide Construction advice to the design teams.
  • Evaluate field construction methods and chair Constructability Reviews to determine Cost Effectiveness of Plan.
  • Interfaces with Project Managers, Asset Teams and Cost and Scheduling Teams.
  • Interfaces with engineering design contractors.
  • Understands and influences site industrial relations.
  • Capable of managing and prioritizing conflicting resource demands.
  • Excellent decision making skills within all aspects of construction management.
  • Manages significant uncertainty and risk to deliver construction safely, on time and on budget.
  • Able to build strong working relationships with wide range of people at all levels in the organization.
  • Recruits, coaches and develops construction managers, engineers and supervisors.
  • Ability to lead construction of a major site project or turnaround.

Qualifications, Knowledge and Skills

  • Degree qualified or equivalent in an engineering discipline.
  • 5 years relevant experience in a manufacturing environment.
  • Proven track record of working with construction contractors and contractor management.    
  • Detailed working knowledge of the Construction (Design and Management) Regulations 2007 and 2015.
  • Qualified in construction and HSE management e.g. CITB 5 Day Construction Managers Course
  • Competent and skilled line manager.
  • Competent in cost and schedule management.
