Senior Cost Engineers (Permanent)


This is an exciting time to join us at our Grangemouth site; we are seeking Senior Cost Engineers to work within our Cost Assurance Department within Engineering. 

Key Accountabilities of the role:

To own and manage a number of key systems and procedures within the Refinery Cost control, Estimating and QS team. To deliver accurate and timely cost reports/forecasts and other financial and spend data to support the Cost & Estimating TL in their role, evaluating, challenging & reporting both Project & TAR spends to ensure these are kept within budget.

Responsible for:

Lead the post-contract commercial relationships with a number of Refinery Contractors, working closely with Purchasing Teams to ensure management of post-contract procedures is fully aligned with the contract.

Ensure the Refinery only pays for what it is due, and achieves good value for money in all its commercial relationships with suppliers

Implement the PIMSL post-contract and variation management & control tools.

Report post-contract savings made through Contract Audit process

Evaluate, challenge and report spend as required to Project and TAR Leaders to assure budget is achieved, including identifying & reporting any unbudgeted spend.

Manage the development of Forecast Final Costs figures for each element of spend to ensure accurate forecasting of a number of overall project/TAR.

Analyse sub-contract estimates and forecast costs to ensure they are accurate and will be maintained within the target cost or lump sum depending on contract strategy.

Assist in the development of Estimates & Budgets to ensure Leaders understand the overall costs and how much sanction will be required to execute the Scope.

Supervise the efficient and timely close out of TAR’s & Projects

Manage costs journal transfers as required to ensure proper cost allocation.

Supervise the development of budget phasing information in conjunction with planning & estimating to ensure realistic forecast are contained within annual budgets.

Maintain detailed referenced files and supporting documentation to give a complete picture/audit trail for Projects and TAR’s to ensure historical data is retained for future use.

Support Purchasing with the validation of Variation Requests from 3rd parties, and with carrying out 3rd Party Audits as required

Supporting Purchasing Team members in Tender Preparation and Tender Analysis, and with claims arising

Participate in Contractor efficiency improvement initiatives resulting from analysis of planned vs actual Contractor performance data.

Provide cost control and QS function on a portfolio of Refinery Projects, in alignment with Business demand.

The Successful candidate will have:

Degree-level qualification in Quantity Surveying, with 10 years’ post-graduate experience in a related role preferably within the Oil & Gas industry.

Post-Contract management experience in a large complex Oil & Gas Refining environment, with a proven track record of administering complex and high value Contracts

Skilled in the use of the systems on site to manage costs and control projects and TAR’s,

Experience of working with a variety of Contract styles and arrangements.

Able to work and communicate effectively at all levels and possesses strong interpersonal influencing skills.

Strong commercial awareness

Strong negotiation skills.

Familiarity with the practical applications of PIMSL financial processes, specifically cost & estimating practices within a project and TAR environment.

Ability to manage time effectively to achieve targets and objectives within deadlines.

Able to provide a service to a multi-client environment.
