HS&E Advisor

Petroineos Refining and Trading is one of the largest independent refiners trading in Europe.  Our two advantaged refineries process 420,000 barrels of crude oil per day and produce in the region of 19 million tonnes of fuels per annum. Our refineries are strategically located at Grangemouth in Scotland and at Lavéra in France and are both fully integrated with co-sited petrochemical plants.

Grangemouth, home to Scotland’s only crude oil refinery, is directly connected to the Forties Pipeline System in the North Sea. It also imports other crudes from around the world via our deep sea terminal at Finnart, on the west coast of Scotland.

Having committed to significant investment and remediation program over the next few years, we require experienced HS&E Advisors at our Grangemouth site to provide support, advice and expertise on HS&E technical and legislative matters on short and long term issues.

The site is a top tier site under the Control of Major Accident Hazard Regulations and the Control of Pollution Act due to the large quantities of flammable and potentially polluting oil stored at the site.

The key accountabilities of the role are:

Ensure that the business meets the minimums required by HS&E legislation, regulation and guidance including the requirements of the Petroineos HS&E management systems.  This role involves being out onsite in the refinery to provide front line support.

 

  • Provide assurance to Delivery managers of HS&E compliance by monitoring of key performance indicators including behavioural safety, process safety and environment elements.
  • Provide assurance to managers of the appropriate follow-up and close out of near miss and incident investigations.
  • Collating and analysing HS&E data and prepare reports to improve HS&E performance for the area and/or business including external reporting as required.
  • Providing HS&E expertise and support in incident investigations, regulator enquiries, TAR’s, Projects and other special works.
  • Lead the development and enhancement of HS&E knowledge with managers, supervisors and teams including contractors to ensure regulatory compliance within the Refinery area and/or business.
  • Supporting the Refinery HS&E Manager in the development of the Refinery HS&E improvement strategy, plan and direction.
  • Deliver the specific items identified in the Refinery HS&E performance contract and area specific HSE improvement plan to agreed timescales.
  • As subject matter expert, provide detailed technical HS&E knowledge and appropriate improvement recommendations to managers, supervisors and teams including contractors.
  • As subject matter expert, develop appropriate technical training material and assurance process(es) working with the Refinery Learning & Development team.
  • Continuing professional development and maintenance of core HS&E knowledge of an HS&E professional.
  • Beyond the core HS&E knowledge of an HS&E professional, develop and maintain a deep thorough subject matter expertise on appropriate topic(s) relevant to refining operations.
  • Supporting colleagues on HS&E matters including any specialised topics.
  • Participating in professional networks including the regulator, governmental and trade associations where required.

Requirements

Qualifications

  • Degree level qualification in a relevant science or engineering discipline is desirable
  • Appropriate professional HS&E qualifications or be working towards corporate membership of appropriate institutions such as IOSH and IEMA is essential
  • NEBOSH Diploma or equivalent is a minimum requirement

Knowledge

  • Extensive experience of working in an operating/regulatory HS&E environment.
  • Excellent working knowledge of current regulatory requirements and standards for HS&E compliance.

Skills

  • Capable of identifying issues and supporting technical decisions and commitments on behalf of the refinery business in these highly regulated fields.
  • Excellent communications and inter-personal skills with the ability to present technical and complex concepts to a wide audience.
  • Self directed with strong organizational skills and methodical approach to provide practical solutions to complex issues.
  • Ability to react quickly and work to tight deadlines.
  • Understand and support the business operation and optimisation requirements.
