Instrument & Electrical Engineer - Grangemouth Refinery


Petroineos Refining and Trading is one of the largest independent refiners trading in Europe.  Our two advantaged refineries process 420,000 barrels of crude oil per day and produce in the region of 19 million tonnes of fuels per annum. Our refineries are strategically located at Grangemouth in Scotland and at Lavéra in France and are both fully integrated with co-sited petrochemical plants. 

Grangemouth, home to Scotland’s only crude oil refinery, is directly connected to the Forties Pipeline System in the North Sea. It also imports other crudes from around the world via our deep sea terminal at Finnart, on the west coast of Scotland.

Having committed to significant investment and remediation programme over the next few years, we require an experienced E&I Asset Care Engineer with relevant experience in the execution of technical improvements to play a key role in the delivery and support of our business.

The E&I Asset Care Engineer will be responsible for proving maintenance engineering and technical support through engaging processes, technologies, improving projects, relevant engineering practices to ensure integrity and reliability of all instrument and electrical equipment within the assigned Refinery Assets.

They will be responsible for regulatory compliance, ensuring timely endorsement/ testing of instrument and electrical equipment and the implementation of new and changing standards for assigned Refinery Assets.

Key Accountabilities:

  • Provision of E/I engineering function incl. technical input to deliver integrity, safety, reliability, maintenance, plant modification and equipment operation.
  • Provide support for reliability improvement processes including RBI, Asset Care Policies, Asset Life Plans, Bad Actor Lists, vulnerability and RCFA reviews.
  • Develop, select, recommend and install engineering improvements for the asset equipment to achieve the agreed asset improvement targets.
  • Direct the Asset Inspection process to ensure compliance with the Statutory and Integrity inspection schedule as well as compliance with asset maintenance routines for all instrument and electrical equipment.    
  • Review all inspection and repair reports to ensure all repair recommendations and potential future vulnerabilities are captured and remedial action resourced and planned. This extends to SIL rated inspection reports, SIF audits, UPS and Generator maintenance and overhaul, hazardous area inspections, motor and switchgear maintenance reports.
  • Develop long-term repair/ replacement strategies in order to manage asset life and obsolescence and to fit with the Refinery 5 year TAR plan. This is a critical part of managing the asset vulnerability process. It will also involve the development of Capital Project Statements of Requirements.
  • Ensure that the MMS (Maintenance Management System) database for all equipment has the correct technical details, master maintenance documents and properly scheduled preventive maintenance to achieve the Asset Care Policy.
  • Responsible for ensuring the plant spares strategy, part of equipment obsolescence management.
  • Integral member of the cycle ending turnaround execution team with providing technical discipline expertise to ensure the executed scope.
  • During turnarounds to supervise, the execution of assigned scope (up to 50K man-hours) to ensure plant is overhauled as planned and to a standard to deliver asset reliability targets.
  • Drive the asset maintenance backlog of E/I repairs to a minimum by chairing regular reviews with other key discipline personnel, in order to ensure plant vulnerabilities and risks are being managed visibly.
  • Manage the preparation and execution of Asset Interventions for emergent repair or catalyst works to ensure plant downtime is minimised and works carried out as required to deliver future asset operational performance.
  • Manage annual EM (Exceptional Maintenance) submissions and expenditures to ensure critical material items are available to Asset as insurances or in support of Asset Turnaround programme.
  • This role also has some specific appointments including Radiation Protection Supervisor, Performing Authority in RAP, Electrical Excavation Authority, E/I PMP Technical Signatory.

The successful candidate will have:

Education/ Experience

  • Engineering Degree in Electrical, Instrumentation, Controls etc or any equivalent field will be preferred.
  • IEC 61508/61511 TUV Functional Safety Engineer FSEngr with min. 2Yrs practical knowledge
  • Chartered Status preferred but not essential.
  • Minimum 10 years on active engineering role in petrochemical or other process industry.

Technical Skills

  • As a professional Engineer demonstrates thorough understanding and application of engineering discipline including knowledge of appropriate engineering standards and application.
  • IEC 61511/61508 Functional Safety – Operations and maintenance
  • Expert knowledge of Electricity and Work Regulations, Wiring Regulations, DSEAR, ATEX and IEC61508/11.
  • Ability to use AutoCad or equipvalent
  • Power electrical systems – DC & AC (up to 3.3/0.44kVAC)
  • Working knowledge/experience of the Wiring Regulations, DSEAR, ATEX etc.
  • Specific knowledge in Safety Instrumented Systems (SIS) including SIS management procedures, evaluation of safety instrumented functions (SIF’s), Maintenance and testing SIFs
  • Knowledge in developing electrical and instrument equipment specification
  • Knowledge in developing develop electrical engineering drawings/calculations – block diagrams, SLDs, Schematics etc.
  • Knowledge in developing instrumentation/analytical drawings – terminations, loop, hook up drawings etc.
  • Knowledge in developing procedure for commissioning and testing electrical and instrumentation systems
