This is an exciting time to join us at our Grangemouth site, INEOS’ largest manufacturing asset

Having committed to significant investment over the next few years, we now require an Instrument Electrical Pipeline Specialist with demonstrable experience within the Pipeline Team to play a key role in the delivery and support of this growth in our business.

Job Purpose

To ensure the integrity and availability of the cross country pipelines through the safe execution of day to day maintenance routines & and wayleave works on the pipeline network. Contribute to the safe operation of the pipelines through the application of asset care, reliability engineering, technical support and the development/implementation of actions to improve reliability and optimize care & maintenance on the pipeline network from and I/E and Control perspective.

Dimensions

1. Wilton to Grangemouth Ethylene Pipeline is 10”, 193kM in length & 10 remotely operated valve stations.

2. The WGEP Booster Station based at the Scottish border.  The Booster station is a 1 MWatt unmanned pumping station and contains ESD, control and other complex instrument / electrical and control equipment and is operated remotely. 

3. Mossmorran to Grangemouth pipelines are 8” & 10”, are 38kM in length & 4 remotely operated valve stations.

4. Teesside to Saltend Ethylene Pipeline; The pipeline is 12”, 153kM in length & 10 remotely operated valve stations.

5. Natural Gas Pipeline Grangemouth; The pipeline is 12”, 12kM in length & 2 remotely operated valve stations. 

Principle Accountabilities

  • To carry out the activities to satisfy the HSE inputs and performance contract for the pipeline team and provide HSE leadership for the contractor teams in the provision of the care and maintenance of the pipelines, particularly in respect of day to day activities for engineering maintenance and wayleave issues.  
  • Develop and deliver work packs, task based risk assessments, method statements, contractors briefing and act as permit issuing authority to ensure that all works on the pipeline network are executed in a safe manner. 
  • Meet with, as the pipeline team representative, 3rd party developers, agree their scope of work along with pipeline conditions & restrictions and supervise these parties in the execution of the work within the pipeline zone of interest. 
  • Act as primary focal point for the pipelines team with respect to the SCADA and Leak Detection System (LDS).This includes the supervision and coordination of the SCADA & LDS contractors; this also includes initiating, reviewing and approving modifications to these systems.
  • Develop and implement the instrument, electrical, ESD and control system maintenance strategy to ensure the safe operation and integrity of the cross country pipeline network is maintenance.

 

  • Prepare, develop and deliver minor modification designs within the pipeline asset, ensuring all modifications follow the site modifications process. 
  • Plan, coordinate and negotiate with landowners and 3rd parties on workscope and compensation claims in the provision of technical and operational support for project teams undertaking capital or exceptional maintenance works on behalf of the pipelines team. 
  • To provide out of hours emergency response (PERO) and care & maintenance support via the team on call roster.

Special Features

The Cross Country Pipeline Specialist role involves interfacing with a wide number of people internal and external to the site and from diverse organisations.  They include landowners, 3rd party companies carrying out work and communication and influencing through a number of diverse organisations and people, including other petrochemical company pipeline operators, local authority planners, etc. The Pipeline Specialist provides field support on maintenance, ER and wayleave management issues to the Pipeline Team Leader. 

  1. The post holder must have the communication and influencing skills to provide assurance to 3rd parties external to the site (mentioned above) and Specialist contractors who carry out the maintenance and wayleave workscope.  The post holder interfaces with such a wide variety of people, they need to provide assurance that any decisions or discussions made will not impact on the company reputation, or the pipeline availability. 
  2. The post holder must be able to work externally to and very remote from the site with no immediate supervision, to have the confidence to make the correct decision(s) to ensure company reputation as well as pipeline integrity and availability are protected at all times. 
  3. The post holder must be able to take part in an on-call roster, to provide Pipeline Emergency Response and respond to breakdown maintenance or urgent 3rd party / landowner issues.  The post holder must be prepared to respond 24 hours and work alone in remote areas during that time. 
  4. Post holder should be capable of dealing and taking action on issues outwith their normal experience if asked to back fill for other team members.  They must have the people skills to effectively deal with 3rd parties, landowners, police & fire emergency response people, Land Use planners etc. and be prepared to make presentations to groups of other people, e.g. Utility Company operatives.

Qualifications

  1. Post holder should be from an experienced Instrument Electrical background and have a good technical educational standard in that area. 
  2. Post holder should be highly responsible, adaptable and able to undertake multi disciplinary tasks outwith their normal discipline and have a high level knowledge and understanding of the technical aspects of pipeline maintenance and wayleave management. 
  3. Good working knowledge of Emergency Response and ability to take responsibility in an emergency situation. 
  4. Post holder should have a knowledge and understanding of HSE requirements applied to working on a remote pipeline asset especially working with contractors
  5. Post holder should have a good working knowledge of work planning and a good working knowledge of the maintenance management system. 
  6. Post holder should be able to carry out minor engineering works design and execution within the asset environment – working knowledge of the plant modification system
