Petroineos Refining and Trading is one of the largest independent refiners trading in Europe.  Our two advantaged refineries process 420,000 barrels of crude oil per day and produce in the region of 19 million tonnes of fuels per annum. Our refineries are strategically located at Grangemouth in Scotland and at Lavéra in France and are both fully integrated with co-sited petrochemical plants.

Grangemouth, home to Scotland’s only crude oil refinery, is directly connected to the Forties Pipeline System in the North Sea. It also imports other crudes from around the world via our deep sea terminal at Finnart, on the west coast of Scotland.

Having committed to significant investment and remediation programme over the next few years, we require a Mechanical Asset Care Engineer with relevant experience in regulatory compliance and the implementation of new and changing standards for assigned Refinery Assets to play a key role in the delivery and support of our business.

The Mechanical Asset Care Engineer will provide discipline engineering expertise and support to the Asset in delivering plant integrity and reliability through the application of Asset Care Policies.

They will develop and coordinate the supporting implementation plan and budget requirements to ensure delivery of Asset Care and planned reliability improvement.

The Mechanical Asset Care Engineer is responsible for the work-scope development of Cycle Ending Turnaround for their Asset and will be an integral part of the execution team.

 

The scope and scale of the job is as follows;

  • Replacement value of Asset £500MM.
  • Responsible for the plant integrity of +1000 items of equipment.
  • Annual Asset Care expenditure of £5MM
  • Annual Asset NRR budget expenditure of approx £1.0MM
  • Manages Project Improvements of £1million per annum
  • Accountable for annualized TAR scope of £3MM per annum
  • Manages sub-contracts for specialist technical support of £250K per annum

 

Key Accountabilities:

  • Provision of discipline engineering to the Asset Team to ensure required technical input to deliver integrity, safety and reliability of the maintenance, plant modification and operation of the Asset.  This will include support for RBI, vulnerability and RCFA reviews and administration of contracts for provision of technical support.
  • Direct the Asset Inspection process to ensure compliance with the Statutory and Integrity inspection schedule including approval of written schemes of examination ( Lead the monthly inspection review meeting and endorse execution plans to ensure Asset integrity is not compromised.)
  • Authorise all repair programs resulting from inspection reports to ensure that the Asset plant integrity standards are delivered.
  • Monitor effectiveness of the Asset Care Policy implementation in delivery of the Asset integrity and reliability targets.
  • Advise the Maintenance Manager that the budget and resource planning are adequate to deliver the annual Asset Care implementation plan.
  • Ensure that the MMS (Maintenance Management System) database for all equipment has the correct technical details, master maintenance documents and properly schedules preventive maintenance to achieve the Asset Care Policy.
  • Develop, select, recommend, and install engineering improvements for the asset equipment to achieve the agreed asset improvement targets.
  • Responsible for the compilation of the work-list for respective discipline for Asset cycle ending TAR that will deliver future integrity and reliability targets.
  • Integral member of the cycle ending turnaround execution team with providing technical discipline expertise to ensure the executed scope is aligned with Asset Care Policy.  During turnarounds to supervise the execution of assigned scope (up to 50K man-hours) to ensure plant is overhauled as planned and to a standard to deliver asset reliability targets.
  • Manage the preparation and execution of Asset Interventions for emergent repair or catalyst works to ensure plant downtime is minimised and works carried out as required to deliver future asset operational performance.
  • Manage annual NRR (Non Recurring Revenue) submissions and expenditures to ensure critical material items are available to Asset as insurances or in support of Asset Turnaround programme.
  • Carry out spares review to develop a coherent spares strategy for the Asset to reduce operational vulnerability and reduce working capital. Will authorize all requests to store Asset spares in the Ineos store facility and ensure data is valid in the MMS.

 

The successful candidate will have:

Education/ Experience

  • Engineering Degree in Discipline.
  • Chartered Status preferred but not essential.
  • Minimum 5 years petrochemical industry.

 

Technical Skills

  • As a professional Engineer demonstrates thorough understanding and application of engineering discipline including knowledge of appropriate engineering standards and application.
  • Commercial awareness and contract management.
  • Troubleshooting skills.
