SHE Advisor –  FPS Operations South

INEOS FPS

FPS is a 100% INEOS-owned integrated oil and gas liquid transportation and processing system with a nominal capacity in excess of one million barrels per day serving the central area of the North Sea.

Oil and gas liquids from over 50 offshore fields and St Fergus flow through pipelines into FPS. FPS transports crude oil and gas liquids from offshore and onshore entry points, processes the liquids at Kinneil and redelivers to the customer Forties Blend crude oil at Hound Point and either Raw Gas or fractionated Gas Products at Grangemouth.

Job Purpose

Reporting to the Area Operations Manager, the post holder will provide SHE expertise to the INEOS FPS Kinneil Operations team, including 3rd party contractors to ensure compliance with legislation and delivery of site HSE performance targets. Delegated contact for external regulators and the INEOS FPS SHE/Compliance Organisation.

Principle Accountabilities

  • Maintaining current and accurate regulatory correspondence, including letters and associated supporting information.

  • Manage the regulatory commitments tracking database; and communicate to key internal stakeholders at defined frequencies

  • Provide SHE expertise to the Kinneil Asset team to enable compliance with legislative requirements and INEOS standards

  • Monitor the SHE performance across the asset including workshop areas, stores, and offices; identifying sustainable actions to address non-compliances and improve SHE performance

  • Facilitate external visitors attending site (Regulatory bodies, INEOS group etc.)

  • Focal point for educating the Kinneil operations team on the Forties Management System (FMS) requirements

  • Provide oversight of 3rd party contractor SHE management systems and identify actions to address non-compliance and improve contractor SHE performance

  • Attend the local contractors forum meeting as the client representative where required

  • Undertake SHE performance management of 3rd party contractors; making interventions where required

  • Provide SHE support to set piece events such as projects and turnarounds where required

  • Deliver site, local and turnaround inductions to communicate SHE rules and expectations

  • Supports the development and delivery of local asset communications to INEOS FPS employees

  • Provide technical input into asset risk management processes such as Management of Change (MOC), risk register reviews and task based risk assessments as required

  • Develop and oversee the Level 1 Assurance Plan for the Asset to allow effective monitoring of SHE performance

  • Lead investigations into SHE related incidents to identify root causes; making recommendations to prevent re-occurrence

  • Undertake Level 1 assurance activities across the asset to verify compliance

  • Provide support to asset processes such as Pre-start up Safety Reviews, Operational Risk Assessments etc.

  • Work closely with INEOS operations and maintenance teams; leading SHE related initiatives and meetings to embed a culture of care and compliance within the Organisation

  • Lead the Asset Care (AsCare) program – acting as a champion for positive change

  • Assist with the development of robust systems and procedures to satisfy legislative requirements to meet INEOS FPS business SHE goals

  • Work closely with wider SHE Organisation and be the SHE focal point for driving the SHE strategy within the asset

Qualifications, knowledge and Skills

  • NEBOSH Diploma or Degree

  • Extensive experience in a SHE related role

  • Chartered Member of a relevant body

  • Experience working within a CoMAH regulated environment

  • Strong collaborator

  • A passion for SHE & Compliance and for driving continuous improvement

  • Master’s Degree (Preferable)

  • Professional certification/qualification (Lead Investigator, Lead Auditor would be helpful but not essential
