Having committed to significant investment over the next few years, we now require a SHE Specialist TL with relevant experience to play a key role in the delivery and support of this growth in our business.

Job Purpose

Develop strategies and establish action plans to ensure all current and future legal and INEOS Group requirements pertaining to Safety, Health and the Environment, are appropriately identified, defined and implemented to meet Olefins and Polymers UK (O&P UK) business targets.

Lead, develop and manage a team of SHE Specialists to provide expert technical advice and direction to the SHE and Compliance Manager, senior site managers and other personnel including Technical Authorities and Subject Matter Experts, on the site SHE risk profile, specific risk exposures and performance issues, and on regulatory and industry initiatives and trends in SHE standards and performance management.

Dimensions

  • Line management of 5 direct reports

  • Third party budget of ~£250k

  • Influence & reduce O&P UK SHE and major accident risk profile, which historically costs the businesses between €1-10m p.a.

  • Influences regulatory requirements on behalf of O&P UK at a UK regional level

    Principle Accountabilities

  • Develop strategies and establish action plans to ensure current, and future, legal and INEOS Group requirements pertaining to all SHE disciplines are appropriately identified, defined and implemented to meet Olefins and Polymers UK (O&P UK) business targets.
  • Lead, develop and manage a team of SHE Specialists to provide expert technical advice and direction to the SHE and Compliance Manager, senior site managers and other personnel including Technical Authorities and Subject Matter Experts, on the site SHE risk profile, specific risk exposures and performance issues, and on regulatory and industry initiatives and trends in SHE standards and performance management.
  • Develop and maintain awareness of current and proposed regulatory issues, industry best practice and INEOS policy in all SHE disciplines to support SHE Specialists in defining requirements for O&P UK strategies.
  • As Subject Matter Expert for Occupational Safety, develop and agree strategies to comply with company, O&P UK and regulatory requirements, and meet the O&P UK business demand for a cost-effective, integrated occupational safety management system.
  • Represent O&P UK through effective external consultative groups, communications networks and with industry associations, within INEOS and with regulatory bodies to share learning and influence the direction of future occupational safety regulation and ‘good practice’ guidance.
  • Establish and maintain a working relationship with other Technical Authorities, SHE Advisors and Asset Managers to enable the Business SHE ‘demand’ from regulatory issues, industry best practice and INEOS policy to be identified and ensure that sufficient specialist SHE support is provided to help deliver short and long term Business action plans.
  • Support the internal O&P UK relationship between assets and SHE regulator requirements; challenge specific legislative interpretations; coordinate the asset commitments and timescales to generate an aggregated site response or action plan, reflecting Business plans and priorities.
  • Ensure that all team members are provided with clear leadership, support, coaching and development to attain their full potential and to ensure individual objectives are met in a cost effective and timely manner.
  • Establish and develop the standards for O&P UK SHE document and information management requirements, to meet both regulatory and Business requirements.

Qualifications, Knowledge and Skills

Qualifications:

  • Degree qualified or equivalent in a relevant SHE or Engineering discipline with a SHE bias or extensive experience in a manufacturing role.

  • NEBOSH Diploma

    Knowledge:

  • Expert knowledge of SHE legislation and site/business legislative compliance requirements.

  • Wide practical knowledge of site process operations.

  • Demonstrated expertise in investigation and root cause analysis of high consequence accidents and incidents.

  • Expert in SHE regulatory and SMS protocols (INEOS, OSHA, RIDDOR).

  • Track record in effective consultation and co-operation with safety and employee reps. to develop an empowered and pro-active partnership approach to SHE.
