Training & Competency Advisor
FPS is a 100% INEOS-owned integrated oil and gas liquid transportation and processing system with a nominal capacity in excess of one million barrels per day serving the central area of the North Sea.
Oil and gas liquids from over 50 offshore fields and St Fergus flow through pipelines into FPS. FPS transports crude oil and gas liquids from offshore and onshore entry points, processes the liquids at Kinneil and redelivers to the customer Forties Blend crude oil at Hound Point and either Raw Gas or fractionated Gas Products at Grangemouth.
Responsible for the FPS onshore and offshore assets training and competency framework. The post-holder will report to the asset Onshore/Onshore Installation Manager and work with the Operations Team to ensure full compliance of all training and competency requirements.
Manage 3rd party resources who will develop the training content for technical and non-technical sections that are tied to the competency models.
Oversee and manage the development and delivery of the On-the-Job training conducted by technical and non-technical sections.
Perform QA/QC activities of the OJT conducted by technical and non-technical resources.
Manage, administer, and track OJT activities for technical and non-technical resources using CMS and LMS.
Lead the development of on-the-job training materials to ensure compatibility with Competence Assurance Programs.
Coordinate with Operations, Maintenance, and Technicians to ensure all training activities are aligned to provide employees with the necessary skills and knowledge to safely perform their work.
Ensure all OJT activities are carried out at the level required.
Ensure all competence assessments will be conducted fairly and at the level required within the designated time frequencies.
Develop strategies that continually improve personnel competency.
Ensure that competencies and IDP are defined for all job roles in a systematic manner.
Accountability for the management of the Competency Management System (CMS) to develop, maintain and implement a fully compliant CMS, especially for safety critical roles within operations, maintenance functions.
Daily control and monitor the Competence Management System (CMS)
Support, plan, execute, monitor, and support CMS implementation in areas / facilities not yet engaged with the program, or not meeting established goals
Interface between Offshore and Site management regarding training and competency, develops and implement ‘Gap’ closure action plans
Provide reports regarding the Competence Management System (CMS)
Carry out training QA/QC activities for On-the-Job training and assessments, highlight training issues and make recommendations to improve training effectiveness
Perform other duties as requested by the Manager.
Experience of operational, engineering and maintenance systems and processes.
High standard of HSE knowledge and behaviours.
Good working knowledge of the on and offshore oil and gas industry.
Understanding of Industry training and competency requirements.
Min 5 years of training development and implementation experiences in Offshore / Oil Refining / Petrochemical fields
Experience in designing, developing and implanting the following: Competency assurance planning; Competency assurance strategies and Individual Training Development Plans - Specialty/Qualification
Qualified as On Job Training and Competency Leader or Equivalent
High experience of working or liaising with international training provider / organisation
Proven experience in the development and implementation of training
Excellent interpersonal skills, including team working, liaison and ability to be persuasive when progressing/influencing other staff and managers
Excellent verbal communication skills, including cultural sensitivity and discretion in dealing with confidential or sensitive information
Ability to travel offshore and visit onshore sites when required.

D32 / 33 Internal verification,
Positive attitude, self-confident, independent and ability to work on own initiative.
Excellent competency in Microsoft applications including Word, Excel, Power Point, and Outlook
Valid BOSIET “Basic Offshore Safety Induction & Emergency Training”.
Valid MIST “Minimum Industry Safety Training”.
