FPS is a 100% INEOS-owned integrated oil and gas liquid transportation and processing system with a nominal capacity in excess of one million barrels per day serving the central area of the North Sea.

Oil and gas liquids from over 50 offshore fields and St Fergus flow through pipelines into FPS. FPS transports crude oil and gas liquids from offshore and onshore entry points, processes the liquids at Kinneil and redelivers to the customer Forties Blend crude oil at Hound Point and either Raw Gas or fractionated Gas Products at Grangemouth.

Job Purpose

  • To ensure that all matters relating to, and affecting, FPS pipeline wayleaves are effectively managed to ensure the continued safe operation and integrity of FPS Pipelines within an agreed designated geographical area.

  • To act as point of contact with landowners, occupiers, local authorities, road authorities, road maintainers, civils and construction contractors and any parties within work plans within or in immediate proximity to the wayleave corridor

 Principle Accountabilities

  • Responsible for ensuring that 3rd party works within the pipeline wayleave and notification zone are conducted in a safe manner to appropriate standards. Discuss and agree scope of work, method statements and risk assessments with external parties to ensure works can be carried out with minimal risk to FPS Pipelines and thereafter monitor these parties in the execution of the work within the pipeline zones of interest.

  • Responsible for ensuring planned surveillance patrols are completed as per Maximo schedule, including aerial inspections, road patrols, valve site security inspections and transformer rectifier integrity checks.

  • Management of embedded Wayleave Patrolmen including ensuing surveillance patrols, management of 3rd party activities, landowner formal visits and wayleaves maintenance are completed in a safe and efficient manned as per agreed schedules.

  • Responsible for ensuring annual wayleave line walk inspection is completed as per Maximo schedule and including assessing wayleave condition, identifying signs of leakage, defects, damaged markers, erosion, subsidence, vegetation control, exposures and third party encroachments.

  • Manage enquiries and requests for pipeline information from external agencies, developers and landowners.

  • Interrogate Scottish Roads Works Register via Symology on a regular frequency to identify and respond accordingly to planned 3rd party activity within FPS Wayleaves area of interest. Manage affected 3rd party works to safe completion.

  • Regular review of Planning Applications within FPS consultation zones. Provide formal response to consultations and manage/record relevant Planning Applications through lifecycle via Wayleaves GIS.

  • Responsible for managing wayleave maintenance and housekeeping items e.g. aerial marker refurbishment, installing field marker posts, refurbishing CP Posts and vegetation control as required to ensure the wayleave corridor is clearly identifiable and accessible

  • Maintain/produce wayleave surveillance patrol reports, landowner formal visit listings, annual line walk report and 3rd Party works reports.

  • Maintain and update information within the wayleave Geographical Information System (GIS), including lifecycle of 3rd party works, Planning Applications and wayleave Owner/Occupier database

  • To provide out of hours emergency response (PERO) and care & maintenance support via the team on call roster.

  • Conduct visits to utilities, Roads Authorities and other relevant organisations to increase awareness of FPS pipelines and the requirements for works in close proximity.

  • Support specialist pipeline surveys including Close Interval Potential Survey (CIPS) depth of cover and river crossing ensuring the safe integrity of the pipelines is maintained.

  • Support Wayleave Team Leader as required and during periods of absence

  • Support FPS North Pipeline Excavation scopes including landowner negotiations to agree land access to worksites, undertaking and recording pre entry surveys and settlement of landowner claims and costs.

  • Adhere to and promote Ineos 20 Principles and 7 Life Saving Rules to colleagues and external vendors..


  • Ability to work externally and remote from the site with no immediate supervision

  • Participation in the on call PERO roster.

  • Sufficient fitness to be able to undertake annual line walk foot patrols over FPS Pipeline routes

  • Appropriate communication and people skills to effectively deal with wayleave landowners, 3rd parties and Local Authorities, to represent Ineos FPS and to ensures that discussions held and decisions taken do not impact on the company reputation, or the safe operation and integrity of FPS pipelines.

  • Participation in the Asset self-audit program.

Qualifications and technical experience

Minimum Qualifications:

  • Degree in relevant engineering discipline or Equivalent.

Minimum Experience:

  • 5+ years’ relevant experience in Oil & Gas, Refining of Chemical Industry

Comprehensive understanding and applied knowledge of relevant UK Regulatory (PSR, COMAH…) and industry standards.
